In November 2020, in support of the fight in Bure, a call is launched to carry out decentralized actions against a key subcontractor of the nuclear waste landfill project : POMA. The call “Enfouissons-POMA” follows that of local associations in the Meuse and Haute Marne, “POMA, disengage yourself!”
As a reminder, POMA is the world leader in cable transport, whether in human transportation for mass tourism or in the transportation of materials in mines and cement plants worldwide. Following a call for tenders conducted in 2014, POMA is obtaining the contract for the construction of the prototype funicular that would be used to transport radioactive waste down the Cigéo : a 4.2-kilometre-long funicular that would carry the poisoned packages to a depth of 500 metres.
Since 2019, POMA has been located in Froncles, in Haute-Marne, 40km from Bure, in the former forges to renovate part of the building, in order to build its test bench on scale 1 for the funicular project. The first tests (braking tests) took place there from the beginning of 2021.

Bure, a few dozen inhabitants, fields, cows and its deep geological layer research laboratory.
It is in this small village on the edge of the Meuse and Haute-Marne that ANDRA (the national agency for radioactive waste management) has been established since the early 2000s to study in its “lab” the possibilities to bury the most dangerous wastes there, toxic and radioactive produced by the nuclear industry.
Since then, this research laboratory has gradually transformed into an industrial project, into a morbid challenge at the heart of the earth, for a generation of 2.0 engineers well sheltered in their offices: the Cigéo project.
This titanic, mega-city and highly risky project is imposed by the state and ANDRA on the population. It is now in the design phase and its administrative authorization process is underway. If there is no radioactive waste in Bure yet and the project is not yet authorized, the place could become in the coming years the bin of the nuclear industry and become a real nuclear time bomb.

An imminent project but not yet authorized
Since 2012, ANDRA has officially launched the Cigéo project at the industrial level. Since 2013, in the middle of a public debate, it has been launching calls for tenders and concluding contracts to entrust various large companies and consortia with the design and engineering of the different subsystems envisaged. On the technical level, the project is so insane that everything was at the time to be imagined: containers to store waste, technologies to bring it down and “tidy up”, machines to dig the galleries, ventilation and piping system to evacuate radioactive waste into the air and water, site supply with water…
A huge project on the program
If the project is authorized, the work of Cigéo would be titanic and five villages could be erased from the map. In addition to underground and surface installations, there are numerous projects: modifications and construction of roads and structures, connection to the railway networks, water, gas and electricity.
Planned over 130 years, the construction site would generate pharaonic construction work on dozens of hectares, divided into several sites on the surface and digging galleries underground, the passage of 210 trucks per day, not counting the construction machinery.
With the consequences of massive destruction of the natural environment and the environment, land grabbing, a significant impact on the living environment, the landscape, water resources and biodiversity, noise pollution and dust emissions, with disregard for the health and safety of the population.
The jack-pot for the biggest industrialists
Eiffage, Airbus, LMC Lavallin, Derichebourg, Bouyges, RTE, Poma, Ingérop, Vinci and its subsidiaries, the SNCF and others (non-exhaustive list), all these companies, including the reputation of capitalists who generate billions of euros by exploiting workers.se. s across the world is no longer to be done, are involved in this project and will receive their share of the cake!
A high-risk project
Radioactive gas cocktails discharged to the surface, contamination of soils and waterways, risks of tunnel collapse, leaks, explosions and fires, exposure of workers.se. s, dangerous transport by trains and trucks, this project combines all the conditions to generate an industrial disaster for the health of the population, the territory of eastern France and the environment.
A poisoned legacy to future generations
The waste intended to be buried underground will remain for some radioactive and dangerous for thousands if not millions of years. A temporality that exceeds understanding, unthinkable and unthought-of on the scale of human life. For a few decades of “electrical comfort” the human species bequeath to future generations its worst toxic waste for eternity.
A project imposed by force
For 20 years, the State and the nuclear industry have been buying consciences by watering the territory with subsidies, facilities and support of all kinds, through a GIP (Public Interest Group). Today, no less than 60 million euros for each of the two departments concerned are distributed each year. In total more than one billion euros will have been paid in 25 years, unprecedented for a project not even yet authorized.
Those who oppose it are monitored and the movement is increasingly heavily repressed. Even the League for Human Rights, which is not accustomed to taking an interest in nuclear energy or adopting radical positions, published a report on it in June 2019 that concludes that ‘the public authorities engage in harassment against opponents of the landfill site in Bure, intended to criminalize their position and their protest and which has the effect of infringing on individual freedoms [1].
While the State and ANDRA launched in the summer of 2020 the administrative instruction and authorization procedure for Cigéo, that a public inquiry is to take place in spring 2021 and that expropriations and preparatory work could start a few months later, it becomes urgent that everywhere the resistance be organized and decentralized actions emerge to prevent elsewhere and concretely the progress of the project.

To transport radioactive waste packages from the surface to the underground storage facility at a depth of 500 meters, ANDRA plans to dig a 12 km long drop-off.
In 2014, it was the Poma group that won the contract and signed with Andra a contract of 68 million euros, for a duration of 15 years, to carry out preliminary studies, build a first-scale demonstrator, supply the site and construct the funicular.
The demonstrator was originally supposed to be built in the POMA workshops in Rhône-Alpes, but ANDRA requested that the test bench be rather carried out in Meuse or Haute Marne. The additional cost that this operation represented for POMA was quickly forgotten, no doubt thanks to the generous “support” of the GIP (public interest group). According to the report of the Board of Directors of the GIP of Haute Marne of March 12, 2018, it is 973,292 € that are allocated to the demonstrator project of the company POMA [1].
In 2019, POMA moves to Froncles in Haute Marne and starts the rehabilitation of an old vacant building in order to build its test bench on scale 1 for the funicular project [2].
The company plans to start its trials in early 2021. These tests will focus in particular on braking systems (’emergency brake’, ‘final emergency brake’, ‘end-of-lane dampers’). On its 100-meter long ramp, POMA wishes to demonstrate the technical feasibility of its descenderie system.
But what do they want to demonstrate? As immense as this “model” may be, it has little to do with the excessiveness of the real descenderie project. As a reminder, it would be a tunnel 4.2 km long, inclined at 12%, in which some kinds of 80-ton wagons would circulate, taking highly radioactive waste 500 meters underground.
To carry out this aberrant mission, POMA will be accompanied by three other companies: Airbus Defense and Space, Millenium and Ligeron (apparently specialists in “nuclear risk control” and “operational safety”) [3].

An industrial heavyweight with global presence that no longer has anything of the local and family company
The company has built and manages more than a thousand facilities in ski resorts in the Alps and 8000 installations in 90 countries. After having made a fortune by industrialising the French mountains, it has in recent years accentuated its development abroad and now achieves nearly 80% of its sales and turnover from exports. Across the Rhine, it is not strictly speaking a subsidiary of POMA that has taken over the cable transport markets but its counterpart Leitner which is part of the same industrial group. A very chosen target for our German wrestling companions to put pressure on our side and get the project abandoned.
POMA has indeed been owned since 31 May 2000 by the Italian manufacturer Newsletters, through HTI BV, bringing together in particular the Poma group and the Leitner group, thus forming one of the largest world leaders in cable transport. Well away from the local and family business, Poma is therefore controlled by a foreign holding company which is its sole shareholder.
A megalo company has a thousand places to be green
If POMA does not sell itself on its website about its involvement in Cigéo, it focuses a lot of its public communication on its supposedly eco-friendly side.

Well, come on! Even if this is not the place to engage in critical reflection on tourism, we cannot help but choking when we know the impact of tourist activities and skiing on the fragile ecosystem of the mountains.
In his news, Poma likes to affirm his “ecological approach” in urban transport. A good example of greenwashing to make people forget the reality of their activities.
Whether it is in the transport of humans for mass tourism or the transport of materials in mines and cement plants around the world, POMA is passionate about outsized projects and technological innovations and participates all over the world in huge polluting and destructive environmental projects, imposed on local communities often opposed to this so-called development through progress.
The call for decentralised actions targets the premises, infrastructure or projects of the POMA company. From symbolic action to direct action, from pedagogy to bullying, it is through repetition and diversity that we will make them comply, so that POMA and its subsidiaries disengage from the CIGEO project.
Many actions were carried out between the end of 2020 and the end of 2024 (date of this article), against POMA: collages in Grenoble or Toulouse on cable cars carried by POMA, graffiti in a ski resort in the Vosges to the premises of POMA Isère, through the unbolting of POMA facilities in the Alps followed by a postal shipment of a bolt, a nut and a locknut to POMA, the Dauphiné Libéré and ANDRA.
The involvement of POMA in the CIGEO project has also been denounced through radio broadcasts, articles in autonomous and independent media, as well as during evenings of support for the anti-nuclear struggle. The bourgeois press also talked about the fight against POMA, following actions taken against the subcontractor (graffiti in Gilly-sur-Isère, unbolting in the Alps, disruption of the inauguration of the Toulouse cable car, picnic in Froncles,…).

To solve its problem of an overflow of radioactive waste, which it is only knowing that it is doing,[1] the French nuclear state has decided – through its national agency in charge of their pseudo-“management”, ANDRA – to bury its most dangerous waste 500 meters underground. Burying is presented as THE solution to the waste problem, even though it only aims at renewing the French nuclear stock [2], and at exporting this model on the global market for pseudo-management of nuclear waste.
ANDRA is working today on the technical implementation of this pharaonic and highly risky project, the Cigéo project. For this, it partners with the worst engineering companies, aeronautics or construction, to try to invent miraculous technological innovations that would solve its problems.
This is the case for one of the key pieces of the project: the “descenderie”. How to bring down highly radioactive packages 500m underground, from a gigantic tunnel inclined more than 5 km? In an attempt to answer this thorny question, ANDRA has entered into a contract with a still unknown company in the field of nuclear business : POMA [3]. Better known in the Alps and in Rhône-Alpes, POMA likes to present itself as a small family business, local, which would have allowed the greatest number of people to access the mountain thanks to its ski lifts. The reality is different : POMA is a global cable transport giant that generates almost 80% of its sales through exports. Whether in the transport of humans for mass tourism or the transport of materials in mines and cement plants around the world, POMA is passionate about oversized projects and technological innovations. It has been owned since May 2000 by the Italian industrialist Michael Brent, through a Dutch holding company HTI BV which is its sole shareholder.
After disfiguring the mountains, POMA wants to poison the basement. And all means are “good” to achieve it. At the request of ANDRA, POMA settled in Froncles, in Haute-Marne, 40 km from Bure to build a “model” on a scale of 1:1 for its descent project. He is the demonstrator. This model and the braking tests, in particular, that will be carried out there are crucial, because through them POMA wishes to demonstrate the technical feasibility of its scientistic aberration. But if the feasibility of this technology on an industrial scale is not demonstrated, the descenderie project – which is one of the cornerstones of the CIGEO project – cannot be carried out!
His megalomania and passion for technological challenges have led POMA into the nuclear business. Let’s make it clear to him that his collaboration with the nuclear activist delusion will not remain without consequences. POMA and its subsidiaries must immediately disengage from the CIGEO project. As long as they have not announced their withdrawal, we will not let them go!
This is a call for decentralized and determined actions of all types against the premises, infrastructures or projects of the company POMA. Let’s never give him a break, let’s attack everywhere, all the time. From symbolic action to direct action, from pedagogy to bullying, it is through repetition and diversity that we will make them fold.

The company POMA is used to send ski enthusiasts to the top of mountains. In Bure, she aims to participate in the descent into hell of radioactive waste.
It is in a former industrial hangar in Froncles, a small town in the heart of Haute-Marne, that the company POMA builds a prototype of the funicular that would be used to bring down radioactive waste into the Cigéo: a funicular railway 4.2 kilometers long that would take the poisoned packages to a depth of 500 meters.
This contract, the company POMA obtained it in 2014, during calls for tenders conducted by ANDRA for storage engineering (in the midst of public debate, let us remember). It should have carried out this test bench in Isère, but ANDRA was able to find the words for the construction to be done in the Bure sector. The 900,000 euros offered by the GIP of Haute-Marne to promote this establishment are of course not for nothing.
We see in this funicular a priority issue, in its own right, in the fight to be waged against the Cigéo project. In addition to the important symbolic charge it constitutes, it is a key piece for Andra, essential for filing its application for authorization of creation (DAC). One of the cornerstones of the proof of concept. No funicular, no Cigéo.
Company well established in the French landscape, POMA specializes in the manufacture of lifting and handling equipment, its name is not unknown in many regions of France. In the Alps, where it has installed and maintains more than a thousand ski lifts in winter sports resorts but also in urban areas. It has some notorious installations to its credit, notably in funiculars like the one in Montmartre. Flourishing and world champion of cable transport, it has already built more than 8000 installations in 91 countries. Asia has just opened its doors to it: even in the midst of an economic crisis, it is doing well, as reported in this article by the newspaper Le Point where it is described as a “French gem”.
But wouldn’t the “nugget” be in full compromise by linking her name to a technologically and politically controversial project? While the company holds its brand image, why take the risk of significantly damaging it by associating it with nuclear waste? Why would this diversification of activities fear the snowmelt and global warming to revert to the slums of the French nuclear industry?
We are launching a broad call for action: act wherever possible to let it be known that POMA is NUCLEAR, that POMA wants to BURY nuclear waste.

The days before the inauguration of the Toulouse cable car (built by POMA), various actions took place to denounce POMA’s involvement in the nuclear waste disposal project in Bure :
The day of the inauguration of Téléo : leaflets were distributed at the Paul Sabatier metro stop, up to the Prefect’s car in person!
At the beginning of the ceremony on the official stage of Téléo, the soldiers leap and chant : “POMA, POMA : accomplice of nuclear power!” ; “POMA casse toi, à Bure pas d’ordures”, which seems to shorten the official speeches.

In early November, various anti-nuclear posters are hung at the entrance of the urban cable car in Grenoble. They are directed against the cable car manufacturer POMA and its participation in the CIGEO project in Bure, as well as against nuclear energy in general. Posters in memory of Sébastien Briat, killed during a nuclear waste train blockade in 2004, are also displayed.
Following the actions taken against POMA, an investigation for ‘threat of damage’ was opened regarding the unbolting of an alpine pylon in September 2021, and two comrades were arrested in March 2022 and placed under judicial supervision for ‘threat’, ‘theft in a meeting and with damage’ and “criminal association”.
The accused are prohibited from meeting, visiting Bure and the POMA company sites. They were also placed under the status of assisted witnesses for “endangering the life of others”. Interviewed on June 25, 2024 by the investigating judge, our comrades made the choice to remain silent, and immediately requested the partial lifting of their judicial control, namely the ban on making contact. The next step is the closure of the investigation with the charges of referral or not to a correctional trial.
While the State is relaunching the construction of new nuclear reactors for the coming decades (with a poisoned legacy of nearly 100,000 years of radioactivity for future generations), once again repression hits the anti-nuclear activists. These arrests are eminently political and show the will of the State to silence any protest against the nuclear industry. This new “criminal association”, in a context of decentralised actions against a subcontractor of CIGEO, follows the wave of repression falling on the struggle of Bure in 2018-2019, and notably the criminal association of Bure (for which an appeal to the Court of Cassation confirmed the acquittal of 3 opponents, last September). To this are added the current constructions of gendarmeries around Bure (Gondrecourt-le-Château and at the ANDRA laboratory) which only highlight the desire to repress those who oppose nuclear power in the years to come, and we can only reaffirm our solidarity with the anti-nuclearnuclear who fight from Bure or elsewhere against this deadly industry.
Following these arrests, several actions were carried out in solidarity with the accused, and are referred to in this article, although not directly aimed at a POMA installation.
The two people indicted for more than a year in the Poma case (dismantling of a pylon in the Alps) have still not been heard by their investigating judge in Grenoble. They have obtained the release of the bimonthly check-in obligation as part of their judicial review but are still prohibited from contacting and going to Bure. Support to them !
The two comrades are still forbidden to see each other and to go to Bure, and this has been the case for 27 months! Auditioned on June 25, 2024 by the investigating judge, our comrades made the choice to remain silent, and immediately asked for the partial lifting of their judicial control, namely the right to contact. The next step is the closure of the investigation with the charges of referral or not to a correctional trial.

A few days ago, two people were arrested in Savoie, accused of participating in the dismantling of an infrastructure in the Alps supported by POMA

The Informal Pirate Action Group for Couler le Ferry has short-circuited three of the four main lines that feed the site of Ferry Capitain, who recently signed a partnership with ANDRA for the design of a demonstrator to test the docking systems between the medium-level waste transport hood and the storage area in Bure.
The group dedicates this action to the people who are fighting on the ground in Bure against the CIGÉO project, to the population of the south of the Meuse and Haute-Marne affected by the expropriations of ANDRA, as well as to the two people from Isère still accused of sabotage in the “POMA procedure”.

Slogans with an anti-nuclear connotation are posted in different places of the city. Among them, messages of solidarity with the accused of the criminal association POMA.
At the moment, the hangar in Froncles would be empty, following the conclusive tests conducted by POMA at the beginning of 2023. The ANDRA did the tests of the braking systems (via the 6 clamps, emergency braking and stop braking). The prototype was dismantled in spring summer 2023 and since then the parts have been melted down and recycled.
Since the end of 2023, the site enfouissons-poma.info is now offline. But the website archives can be consulted here : link wayback machine September 2023. Some articles have also been published in mirror on bureburebure.info under the search tab “POMA” or from the keyword “POMA”.
The call for actions against POMA is still ongoing! Today, POMA has still not disengaged from the nuclear waste disposal project in Bure, and it is more than ever necessary to maintain pressure on this major subcontractor, in the current context of the revival of nuclear power, for which CIGEO takes a strategic position. Finally, the investigation concerning the “criminal association” which affects the comrades accused of having unsettled a pylon of POMA in the Alps is still ongoing and a trial could perhaps take place in the coming months…
